Shemot 2:13

וַיֵּצֵא֙ בַּיּ֣וֹם הַשֵּׁנִ֔י וְהִנֵּ֛ה שְׁנֵֽי־אֲנָשִׁ֥ים עִבְרִ֖ים נִצִּ֑ים וַיֹּ֙אמֶר֙ לָֽרָשָׁ֔ע לָ֥מָּה תַכֶּ֖ה רֵעֶֽךָ׃ When he went out the next day, he found two Hebrews fighting; so he said to the offender, “Why do you strike your fellow?”
- And he went out the next day and say two jews fighting. And he told the agressor: "why are you beating your brother"

- He was shocked both were jews but he was not as pushed to act as before.These people fighting each other are datan and aviram, who complained against moshe many times
